jurisdiction over the other Treaty Ports so far as British subjects are concerned; and this power will only be vesting in another British Court an auxiliary power, such as is given

in the Imperial Bankruptcy Acts.

We should thus got a propor control over

all but non-British subjects. With regard to control over Companies consisting of non-British subjeɛts the Court could refuse to appoint a liquidator or receiver who is not a British subject, and a provision to this effect may be added in clause 143 if it is thought desirable. There is also the power given in clause 287 to strike off the Register a Company in default

in the paymont of a fine or penalty.

The foregoing remarks relate to Companies trading in the Treaty Ports which chiefly concern us. As regards foreign companies generally a suggestion has been made to me that where such a Company binds itself specifically in its articles of association to be subject in all particulars to the control and jurisdiction of the Court here that it should be registered in pongkong and that the Ordinance way be amended to that effect. How far in the light of the chief Justice's judgment such a proposal is practicable it is difficult to conjecture and I have asked that it may be further matured.

I would submit that the chief Justice may

be invited to give the Government the benefit of his views on the subject generally with the view of bringing the law as far as possible into harmony with his judgment,
